A Three-Year Handicapping Data Study (2023–2025)

1. Overview & Methodology
This report is built from all 21 official Equibase result charts covering three full Kentucky Downs meets: seven cards from August–September 2023, seven from August–September 2024, and seven from August–September 2025 — 203 races and 2,177 individual starters in total. It is meant to seed a working conversation about how to sharpen the TrackSmart AI approach for the 2026 meet, not to replace race-by-race handicapping.
Every winner in this dataset was identified two independent ways — the chart's wagering payout table and its winner pedigree paragraph — and the two matched on 203 of 203 races, including disqualifications. Post positions, trainers, owners, jockeys, and pedigree fields all come from unambiguous fields in the chart and are exact. Running-style tags (leader / presser / mid-pack / closer) were derived by keyword-matching the plain-English trip narrative in each chart's footnotes; roughly 62% of winners' trip notes matched a style term with confidence, and the rest are marked unclassified rather than guessed at.
Adding the 2023 meet did more than just grow the sample — it stress-tested the findings from the original two-year version of this report. Most held up; one (the moving-rail effect on post-position bias) turned out to be more nuanced than the two-year data suggested, and is corrected in Section 5 below.
2. The Course, Three Meets In
Kentucky Downs' turf held firm for 19 of the 21 cards in this sample — including both days with showery weather — with only two "Good" ratings across three years. The European-style drainage does what it's built to do: going/ground bias is rarely going to be a live factor here the way it is at a lot of U.S. turf courses.
Purses have grown sharply across the sample — average purse per race was roughly $342,000 in 2023, $483,000 in 2024, and $542,000 in 2025. That's context for field quality trending up meet over meet, not a handicapping bias by itself, but worth keeping in mind when comparing horses across years.
The card is built from eight different distances, but two of them carry nearly two-thirds of the racing:

Practical read: a bias or pace profile built for "Kentucky Downs" in general is less useful than one built for "Kentucky Downs at 6.5f" and "Kentucky Downs at 1 mile" specifically — those two configurations alone define most of the meet.
3. Post-Position Bias by Distance
Winning post position is one of the few fields in these charts with zero ambiguity, so this table is exact. Reading it as win% is more useful than raw counts since field size at each post varies.

Posts 10 and 11 still combined for 12 of 59 wins (20%) despite being only 2 of up to 12 gates — ahead of an even share (16.7%), but less extreme than the two-year version of this study suggested (29%). Post 5 emerged as an additional live post with the extra year of data, and post 9 remains a consistent laggard (2 wins in 54 tries across three years). Treat "outside posts have a real edge here" as the takeaway rather than over-indexing on 10/11 specifically.
1 mile (75 races) — flatter, no post is a killer
Wins were fairly evenly spread from post 1 through post 11 (roughly 6–16% each), with post 12+ clearly worse. Post 6 edged out as the single best post (16.2%), but no post dominates at a mile the way 10/11 do at 6.5f — post bias matters less here than pace and trip.
Routes (1-5/16m, 1.5m, 2-1/16m — 37 races combined)
The pattern held up with a third year of data: extreme inside posts (1–2) underperform, and posts 5 through 9 overrepresent. At 1.5 miles specifically, posts 8 and 9 combined for 5 of 10 wins. Treat this as directional given the small samples, but it lines up with the general idea that KY Downs' long, bending routes reward horses that aren't fighting the rail into the first turn.
4. Pace / Running-Style Bias of Winners
Across all classified winners (62% of the 203-race sample), the running-style breakdown was:

Forwardly-placed winners (leader + presser) account for about 35% of the whole field of winners, versus roughly 9% for true off-the-pace closers — tactical position matters more here than a pure late kick, which tracks with a course full of bends, blind turns and a false straight where being buried at the back is a bigger liability than at a conventional oval. The 2023 data softened the specific "true wire-to-wire leaders spike at 6.5f" claim from the two-year version of this report — with a third year in, mid-pack/presser types (not pure leaders) are the dominant style at that trip, at 22% and 19% of winners respectively versus 14% for outright leaders.
The distance pattern that did hold up: pressers dominate the longer routes. 32% of 1-5/16m winners were pressers (vs. 8% pure leaders), consistent across all three years. Read: don't lean on pure gate-to-wire speed anywhere on this course — favor forward, tactically-placed types over both pace-setters and deep closers, especially once races stretch past a mile.
5. The Moving Rail — the Single Biggest Structural Finding
The temporary rail setting is published on 116 of the 203 charts (as a specific footage — 40ft or 20ft in 2023, 50ft or 25ft in 2024–25). On the remaining 87 races — the last three days of all three meets, without exception — the "Temporary Rail" line disappears from the chart entirely. That is not a data gap; it is the rail settling to its base, non-temporary position as the course wears in. The exact footage differs by year, but the same wide → narrow → base progression, on the same 2-day / 2-day / 3-day rhythm, shows up in 2023, 2024, and 2025 alike:

This progression is now confirmed three years running and should be treated as close to certain for 2026. What it does to post-position bias, however, turned out to be more nuanced than the two-year version of this report suggested — worth walking through honestly rather than repeating the cleaner-looking two-year story.
The two-year sample (2024–2025 only) looked like a clean decline: inside posts won more early, less late. Adding 2023 breaks that clean story:

The rail-in / mid-meet phase — the few days right after the rail first moves in from its widest setting — was the most inside-post-friendly window in all three years individually (52.4%, 50.0%, 38.7%). That's the one piece of this that's genuinely 3-for-3 reliable. The relationship between the early phase and the late phase, by contrast, flips year to year: in 2024 early posts clearly beat late posts (47.4% vs 17.2%); in 2023 it went the other way (late beat early, 39.3% vs 20.0%); in 2025 they were roughly similar. The clean "lean inside early, lean outside late" rule from the two-year report doesn't survive a third year intact — it should be replaced with a narrower, better-supported one.
Actionable takeaway: track the rail setting as it's published each card. The days right after the rail first comes in from its widest setting are the single most reliable window to lean toward inside posts. Don't apply a strict "early=inside, late=outside" rule beyond that — the early-vs-late relationship isn't consistent enough across three years to bet on directionally.
6. First-Time-at-the-Course Angle
Horses with no prior start at Kentucky Downs anywhere in this three-year sample won at a 9.0% clip (173 of 1,925 starts). Horses that had already run over the course at least once — even a bad race — won at 11.9% (30 of 252 starts), about a third higher relative to the field. That relative edge is smaller than the two-year version of this report showed (previously ~50% higher), which is a useful reminder that small-sample angles regress toward the field average as more data comes in — still a real, moderate edge, just not as dramatic as it first looked. Consistent with the course's reputation: the blind turns, false straight and undulations reward horses (and riders) who've seen it before, just not by as much as two years of data implied.
7. Favorites, Value & Longshots
Kentucky Downs has a reputation as a chaos track for bettors. The three-year data says: partly true. Favorites won 34.0% of races (69 of 203) — close to a normal national average, not the vulnerable-favorite bloodbath the reputation implies. At the same time, 22.7% of winners (46 of 203) paid 10-1 or higher, meaningfully above a typical U.S. turf-meet longshot rate — so there is real overlay opportunity, it just isn't automatic.

7-furlong races stand out — favorites won barely 1 in 8 there across three years (15 races now, holding up as a real pattern, not a fluke). Treat well-supported horses at 7f with real skepticism; lean harder on the crowd's pick at 1-5/16m routes.

Worth separating two groups: high-volume barns (Maker, Asmussen, Sharp and Walsh each sent 62–116 starters — they'll fill the entry box every card, at a strike rate that reflects volume as much as meet-specific form) versus efficiency plays. Cox remains the clear standout — 31.6% off real volume (38 starters), essentially unchanged from the two-year read. D'Angelo, Jose (4 wins / 14 starts, 28.6%) is worth watching too even though his volume keeps him just below this table's top 10.

Prat remains the standout by rate (25.6%), with Dettori and Ortiz Jr. both comfortably above the field average too — riders who fly in specifically for Kentucky Downs' purses and produce at an elite clip once they're here. Gaffalione and Ortiz Jr. now share the most total wins (20 apiece), but Gaffalione needed nearly twice the mounts (176 vs 103) to get there — busy, not necessarily live.
10. Breeding of the Winners
102 different sires produced the 203 winners in this sample — a wide-open field overall, with one clear outlier that got stronger with a third year of data. Twirling Candy sired 12 of the 203 winners (5.9% of the entire three-meet sample), roughly six times what an even distribution across 102 sires would predict. Those 12 wins came from 8 different trainers, 3 different distances, and all three years — about as clean a genuine sire-line pattern as this kind of data can show, not one barn's success story.

Galileo, Street Cry, Kitten's Joy and Giant's Causeway on the female side are all proven turf/stamina influences — this shows up more strongly on the damsire line than the sire line, meaning a horse by a mostly dirt-oriented sire can still profile well here if the bottom half of the pedigree carries genuine turf blood. That's a useful tiebreaker for shippers with no Kentucky Downs form to lean on yet.
11. AI's Final Analysis — Building the 2026 Game Plan
Pulling all of the above together, six things are worth changing or adding to the approach for this year's meet:

Make post-position bias meet-day-aware, but don't over-simplify it. Track the rail setting as it's published each card. The most reliable window to lean toward inside posts is the mid-meet stretch right after the rail first moves in from its widest setting (45.7% of winners from posts 1–4 pooled, and the single highest phase in all three years individually). Don't apply a strict early-favors-inside / late-favors-outside rule beyond that — three years of data shows that relationship isn't consistent.

Weight running style by distance, and don't chase pure speed. Forwardly-placed types (pressers and mid-pack horses that advance) beat both pace-setters and deep closers across the board — true wire-to-wire winners are actually the rarest style at just 10.3% of the field. Lean hardest on pressers in routes beyond a mile (32% of 1-5/16m winners).

Add a course-experience flag, sized correctly. Any horse with a prior Kentucky Downs start — even a poor one — gets a modest bump; the three-year win-rate gap (11.9% vs 9.0%) is real but smaller than it first looked with two years of data, so weight it as a tiebreaker, not a headline factor.

Use the trainer/jockey short lists as contender triggers. Brad Cox (31.6% off real volume) remains the standout trainer; Flavien Prat, Lanfranco Dettori and Irad Ortiz Jr. are the jockeys producing at an elite clip. Separate all of them from the high-volume barns (Maker, Asmussen, Sharp, Walsh) and busy riders (Gaffalione) whose win totals reflect quantity more than a hot hand.

Use pedigree as a tiebreaker for unproven shippers. Twirling Candy on top — now a 3-year, 8-trainer, 3-distance pattern — and Galileo / Street Cry / Kitten's Joy / Giant's Causeway on the bottom, are the patterns worth a small bonus when there's no Kentucky Downs form to grade on.

Don't overcorrect toward longshots. The favorite win rate (34.0%) is close to normal — this isn't a track to fade the chalk on principle. Use the longshot rate (22.7% of winners at 10-1+) as permission to give a legitimate contender a shot at a big price, not as a reason to bet against every favorite.
None of this replaces race-by-race PP work — it's a set of course-specific adjustments layered on top of it, refined now against three full meets instead of two. The next useful step is probably deciding whether this becomes a standing reference you check manually, or gets built into a repeatable Kentucky-Downs-specific engine the way your other TrackSmart skills work.
